Getting There
From San Juan it is an easy out-and-back: PR-26 to the PR-66 toll road, then PR-3 down the coast. Rio Grande, Luquillo, and Fajardo all land about 45 minutes to an hour from the city in normal traffic, and the Ceiba ferry terminal for Culebra sits a little past Fajardo. Rent a car; there is no practical public transit to any of this.

When is the best time to see the bioluminescent bay in Fajardo?
Laguna Grande glows every month of the year, so the real variable is the moon, not the season. The darker the night, the brighter the water reads. Aim for the nights around a new moon and avoid the week leading into a full moon; some operators skip the brightest nights entirely because visibility is so poor.
How do you get to Culebra from the east coast?
The passenger ferry leaves from Ceiba, not Fajardo, and the crossing takes about an hour. Tickets are inexpensive but sell out, so buy them online in advance and arrive at the terminal an hour before departure. Small commuter flights from Ceiba and San Juan are the backup if the ferry is full.
